Toyota expanded a worldwide fuel pump recall to a total of 5.84 million vehicles for a defect that could cause the part to fail. In the United States, the total number of vehicles involved in this safety recall is now approximately 3.34 million vehicles.
On January 13, 2020, Toyota announced a safety recall for 695,541 Lexus and Toyota models. In March of 2020, the Japanese automaker added an additional 1.1 million vehicles to the previous recall.
Now, the largest Japanese automaker adds another 1.52 million U.S. vehicles to the recall that was first announced in January and covers numerous models built between July 2017 through September.
Here is a full list of vehicles that are now included in the expanded recall:
Toyota's customer support is available to owners with affected vehicles by calling the Toyota Brand Experience Center at 1 800 331-4331.

Not sure. Maybe it's a supply chain thing?

I bought my 19 ES to dealer for oil change, they told me about this recall and ask if I want to do it, I said yes, they basically replace the fuel pump, free of charge.

It isn't appearing on my 2019 ES300h - at least not yet. What is the build date of your ES. Mine is an April 2019 build.

I didn’t look up my build date. But it is a JapaneseVIN and purchased on 8-31-2018. It was the first 300h delivered to my dealership. This car has been flawless for its first 32K miles.

For US sold Lexuses [and Toyotas and Scions], Toyota has a web site Lookup Safety Recalls & Service Campaigns where you use your vehicle's VIN or license plate number to find out if there's anything on your specific vehicle.
If there is indeed a recall on your 2019 ES 300h, Lexus is required to mail you an official notice of the recall. If for some reason the recall work can't be scheduled for immediate/near term remediation (e.g., awaiting parts availability), you should get an recall interim notice and then another one (remedy notice) when the work can be done asking you to schedule an appointment with an authorized Lexus dealer/repair shop. (I'm assuming here that Lexus knows you're the current owner of the vehicle and they have your current mailing address on file.)

I know Toyota's original plan was to do the regular fuel vehicles first, and then the hybrids after that, with the thought that if the pump went out on a hybrid, the owner could at least still drive it off the road.
I checked in my Highlander Hybrid and it now shows it on the Toyota recall site. It does not yet show up on the NHTSA site. On the Toyota site, it says it was issued on 7/15.
