And that is how it’s done at my dealership. I haven’t heard of anyone “special ordering” …. They simply match your your wants list with an allocation. If another dealership has an allocation that more closely matches what you have asked for they will try an swap as long as the other dealerships allocation hasn’t been reserved. As long as its apples for apples (in other words a 350 UL for 350 UL, etc..)

I think he is talking about small V like spring that helps to pop the door up, but it doesn't help to hold it open.

My is same as yours floppy and I am in California.

The fuel door on my 2019 ES 350 isn't quite as floppy as shown in your video. On my fuel door there are two inflection points on the spring force and direction. (The following mentioned lengths are approximate distances on the outer arc formed by the fuel door edge opposite the hinge attachment.)

The first inflection point is approximately 1 inch from the fully closed position. That's where the fuel door pops open to when the fuel door open button is pushed.

The second inflection point is approximately 3/4 inch from the maximum open fuel door position. There is a weak but noticeable spring force to the fully open position between the second inflection point and the fully open position. (It is weak but still has enough force to return the door to the fully open position by itself if you release the door in some position between the second inflection point and fully open. Although I haven't experienced it, I'd speculate a strong steady wind or wind gust hitting the door just right could overcome that weak spring force.)

Once you cross the second inflection point on the arc toward closing the fuel door, there is a noticeably stronger spring force toward the first inflection point. Strong enough that the door will swing by itself to the first inflection point after you have moved it past the second inflection point. The door closing swing will stop by itself when the first inflection point is reached.

Maybe there is a batch of fuel doors that are incorrectly assembled or has faulty parts.
