hey... its my first post!.... i've been reading alot of post and you should too! .... but anyways i'll help cha! !o.O!
tools needed:
1 - flat head
2 - your fingers... lol
its simple... i have a 1992 es300... problem with the 3rd brake light ( high mount break light ) is that its really really hard to get out... so what u have to do is get a flat head and try to make room on both side just enough for your fingers... if you have big fingers its going to be a bit of a problem lol...(had that problem) but yeah once you sqeeeze your finger in just pull towards your steering wheel... so basically pretend that your trying to pull a *** handle as hard as you can... it may seem like its going to break but it wont.. trust me.. so there u have it...
oh yeah tell me if it works.. if not i'll take pictures and show you step by step.

hmmm... have u tried making room in the middle of the plastic and pulling it outward?.
or u can try using a flat head again but this time try sticking the flathead towards the back of the plastic. on both side... or at least one side. and try to jam it out.

I just changed mine last night. I found step by step directions in the forums here at Club Lexus. I used 2 peg board hangers (ya know the kind you hang tools on) I attached vise grips after slipping the hangers under the housing and rotating so they would catch on the inside. Then just a firm quick pull back on the pliers and "pop" it came loose. After that it's simple simon stuff. Just a reminder, Keep the new bulbs clean and free of fingerprints. I also remember reading something about a factory mounted sub-woofer being attatched somehow.

easiest way to remove the third brake light is go to trunk and look directly under the third brake light assembly there is a single empty hole. stick a long philips in and pull back letting the tip push the assembly back. this is a quick and easy step that i just did today after finding it out at the lexus dealer. don't be like me scratch the assembly i also took the out the whole back seat to access the rear dash panel ..
