AFAIK, No aftermarket HID kit is road-legal anywhere. Only OEM (factory) HIDs are legal. And most, if not all OEM HID headlights are ~4300K for optimum illumination. When you get up into 8000K and higher, you lose a lot of illumination and the light is blue or blue/purple. They tend to attract more attention from the police as well since most OEM HIDs aren't that blue.

When you get some extra $$, go for the retrofit. I'm pretty sure any projector will be better than a non-hid reflector. Even with my stock halogen projectors I get some glare due to it being partially a reflector. I plan to paint the inside chrome flat black to eliminate the extra glare pretty soon because it does get annoying. Make sure to be extra careful with the color. Cops notice it pretty well since its a blue tinge in a sea of ugly yellow

I have 4300K in ever car i have had in the last 3 years. I love them. They are BRIGHT and not far off from a factory set of HID's, so nobody ever gives me crap.
