pardon my ignorance, but what do these do?

do they allow for bmw/audi projectors to mount up to the SC400/300 projector housing?

They are a screw-on way of mounting the ballasts instead of the 3m tape method. You can use these to mount the ballasts under the headlights.

Oops. Should have mentioned that they fit the Phillips LVQ ballasts.

hhmm i wonder if it would work for my halogen headlight in which i'm planning to retrofit. not sure of what ballast i'm getting yet though so i wonder if you have any insight on it, then i would pull the trigger. thanks..

These are meant for the 3rd generation of ballasts with integrated ignitors. These are supposed to be the best of the 4.
