Yes, it works with existing accounts, just follow the steps on page 1 from PearlPower, and don't purchase from auctions that say anything about the cashback.

I just bought a phone on Buy it now but i see 0 cashback on my live account. No pending, no processing, nothing. does it take a couple of days or hours for the cashback to appear?

Yes it should take about 2 days from the purchase date at most to show any pending amounts. It showed you the discount before checkout right? You should receive a message in your ebay account that says you've earned cash back.

im having problem getting the banner to carry over to ebay, it;s been like this for sooo long for me now. ive been trying for the past week. anyone else having this problem?? i tried IE, Firefox

Try to sign in and out, and if the banner is still not there, click on the item you want to buy, and the banner should pop up in the confirmation page when you're about to commit to buy. Mine did that last night as well.
