They are JDM lights from Japan.If you don't modify the projector the light beam is for right hand drivers.This means the light will be higher on the driving side and lower on the passenger side.Not a good thing to have.

JDM headlights come like that.

So that city light function is only on the JDM's from Japan? I looked at my lights today and I can see the smaller projector in there. How do you mod the US version to operate like that? Looks really good like that...

While standing at the front of my vehicle, I can look into my headlight assembly, (looking from the high beam portion towards the low beam) and obviously see the larger projector for the low beam. But when I look past that projector towards where the turn signal would indicate, I can see a smaller projector which sit directly behind the area where the city light is shown in your picture. I can reach in from the engine area and feel a very small rubber plug or grommet on the back of the headlight assembly but there are no wires coming from it. I just had knee surgery and can't really be on my leg too much but I will try to see if I can maybe get a picture of what I'm talking about.
