found some weird wiring in my fuse box

Default found some weird wiring in my fuse box
i've had my 93 gs for almost 2 years now, and today the fuse box cover under the dash fell off, so i took a look down there and this is what i found


anyone have any idea why those wires would be there connecting the cigarette lighter, and brake light fuses?

Someone may have 'hard wired' a radar detector cord in.

Are they connected 2gether or just taped up 2gether? Somebody probably just had somthing hooke up to 'em for power.
