Did the beam move at all with adjustments? Check your connections for corrosion. Try swapping bulbs to see if it is the bulb or connection issues.

Does the bad side seem brighter when you look from different angles?
I don't know the quality of the kit but you can switch bulbs to try the "good" bulb in the "bad" housing. If it still seems dim with the swap it is definantly the housing or ballast, try swapping ballasts to see if the problem changes sides. I would assume it is an issue with the kit if you didn't have the problem before.

You say the beam will not move up or down, will it move left or right?
How are you checking your adjustments?

Something is f'd up with the gears for the adjustments. If possible I would take the housing out. At least you could see what's goin on, or just buy a another headlight housing.

I have someone locally parting out a 94' I will see how much for a headlight.
