Good lord I am a babbling idiot when I'm tired. There are a ground buses behind the glove box and gauges. All to earth grounds in this car are white with a black stripe. If you have a bad ground and it relates to all these items, there is the culprit.

Yes under the driver's side dash.

Both the clock, acc for heat and the cig lighter go through a 15 amp fuse labeled cig.
