Im going to say Routine maintenence. Depending on the condition of your car. I read your other post, where the second poster gave a list of all the popular items that need attn. That doesnt mean your car needs all of them.
Ive had my 94' for 7yrs or since 114k. The only thing I did was a timing belt and water pump the day I took it home. Since then just oil changes, front pads once and sent my gauge needles out for repair to lextech dot org.

EDIT: I only have 185k on it now though which is low compared to some of the 200k guys.

I dont remember what the manual recomends. But it should go like this.. Timing belt and water pump (relatively cheap if your mechanicaly inclined and DIY) Serpantine belt (super easy) Sparkplugs, cap and rotor and air filter. Check the brake pads etc.. If you DIY. You could get away for under 300bux using genuine toyota parts.

I read this @http://consumerguideauto.howstuffworks.com

NHTSA Recall History
1993-94: Spherical portions of certain lower ball joints are not smooth, causing friction that can lead to ball joint separation.

1995-97: Due to inadequate lubrication, excessive wear can cause damage to lower ball joints; separation from steering-knuckle arms could occur.

And I've also came across some threads that say these MUST be replaced Anyone have problems with these issues?

The upper arm is a cake walk, but not cheap at all. Keep looking. Unless that one for 6299 is mint, keep looking

What all do you have to do to the upper arm...is there any DYI info on it or photos. Oh and how many actually put premium gas in their cars at these prices....?

Pull the wheel, pop off the upper balljoint with a balljoint removal tool or a pickel fork. Undo two 3.5" long 14mm bolts, pull the arm and reverse the process.
I always put premium. Its only a few bux more. I can feel my wifes gs430 pull timing and hear it ping if you put crappy gas in it.

EDIT: oh and thats why I have a motor-sickel. 46mpg baby

I still use only premium fuel in mine. It's been paid off for a long time, so even with the premium fuel, operating costs are still quite low.
