Question fans stay on

Ok, ever since I bought my GS3 last year, the electric fans all come on when I turn the key, the engine doesnt have to be running, they all just come on and stay on till I turn the vehicle off, do you think it is a relay? if so, wich one and where is it?

Could be bad relay bad fan switch or possibly the previous owner wired them constant to try to defeat a overheating issue

In the fuse box fan relay is listed as RDI FAN

Problem is bad ECT switch. It is located at the bottom of the radiator. A new one from Lexus is $90. A new one from generic auto parts place is $70. I got one from a late model Camry at a salvage yard for $5. If you want to test the diagnosis, unclip the wiring harness from the sender and then use a paper clip to short the contacts. The fans will kick off if the switch is bad. The A/C must also be off during this test.
