No check engine light in on position

No check engine light in on position
Help me guys!!!! I have a 95 GS300, that`s not starting. All the basics have been done plug,wires,dist.cap ,rotor. It`s getting volts to the injectors,spark,fuel at the rail, but no start. i drained the fuel tank, gas did look merky. Ican hear the fuel constantly flowing at the regulator when in the on position "not engine running" . Could that be a bad fuel regulator.Also the CHECK ENGINE LIGHT does not illuminate when in the on position...is that normal. One guy told me that if the check engine light don`t come on in the on position before starting...the ECU did`nt power up. You know when trying to fix a car lots of people have theories

Yes it ran....the last it ran it was hard to start, I had to to hold the key for a while. Right now it just turns cranks. I also took the exhaust manifold a loose just in case of a clogged catalytic converter. I checked ALL fuses and relays.....I`m stuck
