Is this rust common?

Hey guys, am in the market for a 1stgen Gs, i came across this one but this rust is bothering me, is it common?

Mine doesn't, and it was um... not babied by the previous owner. Looks like there may have been water standing in the trunk where the power antenna is. Did you check the trunk to see if there was moisture in there?

It may be common in NY. I haven't seen many CA cars with it. I think you should pass on that one and try to find one without the rust.
