You could See if you can exchange the plastic "butterfly bolt" from the new radiator with the one from the old radiator and see if this does anything.
Otherwise it could be the how the threads were done at the manufacturing facility. And in that case I don't see a "worthwhile" fix to this radiator.
there is also a 16-17lb(~1.1 bar) radiator cap instead of your 12lb(.9 bar) that you can buy for 8$ at autozone if this .9 bar is giving you a problems.
The autozone radiator caps product # is 7037. It is made by CST.

Try using the plastic "butterfly screw" from the old radiator on this one. If it doesnt work then it is the threading on the drainage hole.(You could get by, but you may want to look into another radiator).
If you get the dripping sorted out here's a few things to look into:
Autozone sells a 16lb(1.1bar I have on my gs300) radiator cap for 8$. I believe the part # is 7037. By increasing the pressure of the cooling system you can in turn raise the boiling point of the liquid in it. There are radiator caps that go higher(look under supra), but I personally would be cautious on a completely stock cooling system.(In my opinion I would never go higher than 1.3bar on my car, and even then I would always wonder in the back of my head if something is gonna burst)
Auto stores also sell a product called "water wetter". It comes in a clear "beer styled" bottle. the liquid is a light "dexcool like" red. It helps lower your cooling temps by 20 degrees(Only if you use 100% water, & NO coolant). If you use coolant it gives cooler results but not by 20 degrees. Make sure to use on a system that only has either water or water & coolant. Nothing else(Cannot be used with Blue Devil Head gasket sealer & water mix. It will coagulate, then turn into .25" to .5" crystallized *****. BAD IDEA )
Do you know how many cores are in this new radiator you got? Just curious.
