I can be the coil that the cable rides, our regulator is not the scissor type. Its a cable wound around a spool that pulls the window "elevator" up and down. Also, at the top and bottom were the cable ends are plastic guides that if they break will give you problems. If you are lucky its one of those, if not then you have to hunt for an electrical problem. Takes the regulator out and try it on the passenger side. If it works, inspect the doors wiring harness. Its possible wires can get frayed and break. A door switch should be easy to come by, cross reference the part number with other toyota's and get one at the junk yard. Hope this helps

Could be the switch. Could be the wiring harness. I'm having the same issue. Already swapped the motor/regulator. Try jiggling the harness and see if it makes a difference. If so, it not the regulator/motor. My next step is switching out the switch.

Try to pull the switch up really hard. My front passenger have the same problem but it turn out to be the switch so all I need to do is pull it up with a little more force. The reason I found out due to being able to roll up and down on the driver master switch, but not on the passenger switch. This lead me knowing it's not the motor but the switch. After playing around, I realized it's just the passenger switch not making contact if you don't pull it hard enough. Give it a shot, that might be the cheapest route. Good luck.
