Default Early shifting, slow throttle response

So heres the deal, car starts fine, runs fine but will shift very early. I apply, say 15% throttle, it shifts almost immediately. From a stop, I wot it and it shifts at 4,000 rpm. When driving at 55mph, I step on the gas and no kick down. Any ideas?

Car is a 96 GS300, so no kickdown cable. Valve covers done less than a week ago. Ran and shifted fine for a few days.

Maybe it could be a solenoid issue? Last week my trans did the same thing, then later in the day I drove it and the issue was completely gone and it hasnt happened since. On my car when it did happen it would be in 4th gear by around 30mph with the gas pedal floored
