1993 GS 300 Power Steering Problem

1993 GS 300 Power Steering Problem
Hello, I've read quite a few threads where the Power Steering Solenoid filter becomes clogged over time and causes the car to steer like a rock. The problem only happens when the car is idle or braking, if the engine is maintained at above 2000RPM power steering seems to works fine.
Although, there is no shortage of instruction on how to remove the filter they all seem to be for the LS series which can be accessed by removing the drive side tire. It seems to be a different story on the GS 300.
My questions is: In a GS 300 does the entire steering rack has to come off in order for me to able to clean the solenoid filter or does any one know of another way.
