either the tensioner is bad or you have the wrong belt. There's nothing complicated in there... I'm guessing the tensioner.. might jump teeth also, so be careful

I agree with rapollon, nothing too complicated there. Was it like this before you put the lower timing covers back on? Try taking them off to see if there's anything obstructing the tensioner from getting tighter.

Just curious, did you have the guts to start the car like that? If so, what did it sound like?

When you put the belt on, did you keep the non-tensioner side tight? In other words, when you put the belt on, did you hold back the tensioner with a paper clip, keep the right side (looking at the engine, but left side of car) tight and then pull the paper clip to add tension? If you work left to right, you won't get the tension out, only right to left (once again, looking at the front of the engine).

Nice. What I am saying is keep the belt tight on the non-tensioner side. People just throw the belt on like the serpentine, expecting the tensioner to tighten it up. Because of the teeth, you can't do it that way. You have to keep the belt tight when you put in on the cam and crank gears and have slack on the tensioner side. When you release the tensioner, it pulls out the slack. If you just put it on not paying attention to where the slack is, you run the risk of a loose belt.
Does that help?
