Default GS300 93 Hard steering at idle

Just recently when ever I turn my steering wheel at idle it'a a bit hard to turn, kinda feels like it moves and stops and moves and stops (vibrating). There is no noise at all and there is powrersteering fluid in the reservoir, also I drive it it feels fine, it only does this at very low speed and at idle.

LOL the Accesory belt is super loost, the belt tensioner needs to be replaced.

Is it hard to replace the Accesory Belt Tensioner?

Wait so a loose belt or a bad tensioner causes this? Because mine does the same, and as a plus at low rpms all the electric kinda fades in and out
