93gs is over heating. Did radiator and thermostat 2k miles ago. At start has a ruff idle then goes away after a few revs.blows white smoke. Electric fans not turning on when temp hits red line.Checked oil, looks ok. Not milky. No leaks other than overflow reservoir tank. Dont know if its 1: blown head gasket,2: water pum, 3: bad fan clutch? Any sugestions would help.

Also when you check your fuse box check to see if your fan relay is making connection, because I replaced my rdi fan fuse and it never turned on and it came out to be the relay (i havent fixed yet)

Checked oil and did vapor test in radiator. Everything checked out ok. Relay on fan works. Thermostat was replaced a month ago with radiator and new cap. System was burped for air. No leaks from water pump.coolant flowing. Gona do water pump and fan clutch. New timing belt since its taken apart and i guess head gasket. Any good shops in o.c.?

You mentioned electric fans in the 1st post...did you swap to an aftermarket fan setup or was this electric fan in the front of the radiator [part of the A/C system] ?
If you have a fan clutch, I would definitely check that next. That was what was wrong with mine. It was 52$ on rock auto.com.
You can also check the fan clutches temperature coil on the very front of it (looks like the heating coil from an electric stock top, just on a mini scale).
Check and see if you have any debris, and caked on dirt in the little spaces on this temperature sensing coil. If the spaces are blocked up, try cleaning them out.
Let the car Idle for 5-7 min with you standing next to it, and wait to see if you hear the start of a "roaring" noise from the radiator fan. If you do, then this is a sign that the radiator clutch may still be fine.
There is also the newspaper test for the fan clutch, but can be dangerous if you are not careful.

Thnx for the tips. Going through the whole cooling system now. Doing all toyota factory parts. Compared the thermostats and the after market one looks such low quality compared to factory one.also doing toyota coolant. New clutch, new temp switch, new water pump, blue gates timing belt.

why are you wasting money putting new coolant in it right now? you said you have white smoke from the exhaust. that is a clear sign the engine is burning coolant. you should wait until you repair the headgasket to add the new coolant.

EDIT:
I didn't catch the part about white smoke coming out of the exhaust....like lpolo69, and williamb82 stated that is most likely a bad head gasket or a cracked block/head(hopefully head).
IMO, that should be your first concern, then after the fact find out what could have lead to that. (age, bad thermostat, bad fan clutch, etc)
To save yourself some money you can get by with water instead of coolant if it is an emergency, until you get it fixed.
