Unhappy camshaft caps causing low oil pressure??

I have 1995 GS300 my problem is after replacing oil pump,bearings, seal I still have low oil pressure. I`m guess that there is excessive tolerance (gap) on the cam caps. If so how do I correct the problem, since there are no actual bearing to replace. Unlike the crankshaft. This car only has 127k miles and is Probably one of the cleanest in Jacksonville,FL. When I bought the car the previous owner put the cam caps on in incorrect postions, not by number or exhaust/ intake markings..
