gs300 timing issue

i attempted to set the timing on my 93 gs300 today, jumped the proper pins on the data plug in the engine bay, and adjusted distributer but could not come close to the desired 10 degree mark. I removed distributer moved it a tooth each way and it doesn come close to any of the marks, the closest i can get is about 15-18 degree before top dead center. Anybody have similar problems or know what this could be a result of??

pull the serp belt off the crank and grab it with your hands and try to move it around or spin it, see if it has any play. Im not that familiar with the 2jz yet, but most will have a ring of rubber in the middle and you can look at that to see if its blowing out or if the metal halves are lined up with each other front to rear of the car..... like if your standing over the radiator looking down make sure its flat on the front face towards the radaiator.... the outer ring, the part that the belt rides on, can start to slip out

So the cam gear marks line up, the crank is at '0'. Number 1 piston is at TDC (remove the spark plug, stick a long screw driver or extension to ensure its all the way up). Remove dist. cap and make sure the rotor is at 1 o'clock.
