Default mod chip you see on "ebay"

have you ever guys thought of that "mod chip" you always see on ebay do if installed in any car? i mean, does it really work? some sell for even $1.00 or sometimes $10.00 or even "free"!!
thy said all it does is to "trick" you ecu that it's getting "cold" air instead of "hot" or whatever the temp. outside would be and that
the car runs richer....of course, cold air mean more "hp" gains...
not sure if this thread has been brought before but i'm just skeptical about it.............any comments?

haha. can't belive you actually belive that stuff. there is no such thing that can trick the computer to thikn its getting colder air. there is only 1 thing that can. which is acutally cold air.
