Does the 94 GS300 Ca Emissions have A/F ratio sensors instead of regular O2 sensors?

Does the 94 GS300 Ca Emissions have A/F ratio sensors instead of regular O2 sensors?
I just bought my brother's 94 Lexus GS300.
It's got error code 28 right bank main O2 sensor on it.
I looked at the engine, and I see two upstream O2 sensors. The car was made for California, so does that mean these sensors are actually toyota air/fuel ratio sensors? My 99 Camry has one of these, and they're more expensive and are not compatible with regular O2 sensors.
Also, which sensor is the right bank main? Is that the one closest to the firewall?

I have the same set up. They are not A/F ratio sensors but the are heated O2 sensors (4 wire) instead of the standard single wire O2 sensor. It is the sensor closest to the radiator.
