I tested compression and all 6 cylinders were within spec. I have a leakdown tester but I haven't done the test yet.

Your fuel pressure gauge is wack. It wouldn’t run with 0 psi. Get that fixed and then proceed with diagnostic testing. It may be a fuel filter?

The fuel pressure gauge works. I hooked it up to a tire and despite being different thread pitches it's still a Schrader fitting and it will open the valve. The gauge red about 30 PSI, so it's at least close. The hose was also full of gas, so fuel is making it to the gauge. It's just at such low pressure that it doesn't even register.

I'm just at a loss as to what would be causing this low fuel pressure problem. I've tried different parts for everything in the tank except the hose that hooks to the regulator and also tried a different fuel pump ECU.

Your fuel pressure sensor is faulty. The car will not start if there is zero pressure in the fuel line. Get the right fuel pressure gauge from Autozone.

Well, apparently the fuel pressure is fixed. It's now reading 44-50 PSI after switching the gauge out. The car still fails to rev above 2400 RPM.

Inspect the throttle position sensor and accelerator pedal position sensor function. Use OBD-II scanner.
(1) After turning the ignition switch ON, do not depress the accelerator pedal.
Check that the ACCEL POS #1 (VPA) voltage of the CURRENT DATA shows the standard value. Standard accelerator pedal position voltage: 0.3 – 0.9V
While reading the value of the throttle valve opening percentage (THROTTLE POS) of the CURRENT DATA, check that the standard throttle valve opening percentage: 14.8 ± 0.8%
(2) When turning the accelerator pedal position sensor lever to the full–open position, check that the throttle valve opening percentage (THROTTLE POS) of the CURRENT DATA showns the standard value. Throttle valve opening percentage: 60% or more.
If operation is not as specified, check the throttle position sensor, accelerator pedal position sensor, wiring and ECM.

Inspect the throttle control motor for operating sound.
(1) Turn the ignition switch ON.
(2) When turning the accelerator pedal position sensor lever, check the running sound of the motor. Also, check that there is no friction sound.
If operation is not as specified, check the throttle control motor, wiring and ECM.

1. My car/scanner doesn't provide a voltage for accel pos #1, so I can't really check that. Throttle position was 14.5% baseline.
2. 79.4% with the throttle wide open.
3. Pressed the accelerator and the throttle control motor makes a sort of high pitched buzz sound that. It's constant but fluctuates in tone/intensity a little bit every 3-5 seconds.
4. There is a little sound in the motor when turning the throttle, but it just sounds like the gears turning, nothing severe or grinding.

It looks normal. So, you need to look at the MAF sensor readings at idle, medium and high RPMs. And short-term fuel correction in bank 1 and bank 2, when it bogs down.
