seat belt wont give or retract?

Default seat belt wont give or retract?
hi.

i just got some new seat belts installed because my old ones were beat and no longer retracted. after installing the new seat belt, i tried to pull on it to see if it would retract but it refuses to budge or retract. how can i solve this? everything is aligned correctly.

could it have anything to do with the 2 wires? they are plugged up properly btw. thanks
