Hey guys
Is it possible to get a 2004 GS 430 without the Nav and Mark Levinson Radio Package?
I do not want to pay extra for those two options.
Also, is it possible to get the GS430 at or under invoice?

You could have them order it with the options you want, if you are willing to wait. Don't let them convince that it costs extra to do so. It doesn't costs them anymore or less to order one with or without sunroof, nav, etc provided it is an option.
If you go to MSN Auto -> Price It with Options, you can spec' out possible options. These are possible combos that can be ordered from the factory.

Sorry to throw a wet rag on things, but you cannot (repeat can NOT) get a GS430 without ML/nav. There is no way to "special order" it, finagle a special deal with your dealer, etc. Lexus is far more restrictive on their options and packages than the brochure or websites like MSN and Edmunds would lead you to believe. They only make certain colors and options available to certain regions of the country, and every single GS430 that lands on our shores has ML/nav.
As for getting a GS430 under invoice, I don't think that will happen. Although a low-volume car, there is still enough demand for it to match the low supply. There is no incentive for a dealer to sell you one at a loss when there are enough other potential buyers out there who will give them a reasonable profit. I'm sure that if you try to negotiate with them to get a GS430 under invoice they will steer you (rightly so) directly to a GS300. The GS300, by the way, CAN be had without the ML/nav...

You can get the GS430 without Nav/Lev. I've seen at least two different vehicles without Nav/Lev at JM Lexus in South Florida. Both of these cars were 2004's. As far as under invoice, I doubt that'll happen until the new model hits the US. JM Lexus is the largest Lexus dealer in the world and they definitely have at least two GS430's without the Nav/Lev package. Good Luck.

Assuming Corporate allows it, there's no reason for the dealer not to s/o for you. The car doesn't count against their allotment of cars, they don't have to floor plan it, etc etc..............

You can "special order", per se (as you found, with the 3-month wait). You just get to choose from the same limited menu of choices as anyone else. Let's say you want a black on black GS430 and no dealer in the area has one, they'll let you order it. But if you want a cinnabar GS430, no can do. If you want a GS430 without a trunk mat, no can do. If you want a silver GS430 with tan leather (or some other non-standard combo), no can do. I don't consider that "special ordering"; maybe "ordering", but there's nothing special about telling the customer they can't get what they want just because Toyota's manufacturing process isn't flexible enough to handle basic changes. This is especially frustrating because of the way they print brochures implying there are more choices than there really are. The only way to find out what you can and cannot get is to go to the Lexus website, type in your zip code, and build a car. Even the dealers don't usually know much about this, I guess because most folks walk in off the street and buy something off the lot.

I would suggest you rethink your decision. If you're going to spend the money required for a GS430, you should strongly consider getting the Nav/Lev option as well.
I've owned two GS300's with the Mark Levinson system and I've heard the stock system in loaner cars, and there's no comparison. Unless you're planning on doing significant aftermarket audio upgrades or you just really don't care about the stereo, I think you'll be much happier with the Levinson system. I never really used the navigation system in my last GS300's, but they came packaged with Levinson and the sounds from that system made it worth the money. Nothing against the stock system... but the Lev is one of the best I've heard in any automobile.

I decided to go with a fully-loaded GS300.
I talked with Anthony who is a Sales Consultant at Lexus of Manhattan.
I wanted a Blue Onyx with Black interior but he told me that in this enitre country, there is not a single Blue Onyx with Black leather GS300. Also, I cannot order one from scratch because production for this year's GS has ended.
So what he did was he found me a Onyx Blue with Beige Leather (which I am still fine of).
It has the HID lights, heated front seats, NAV, Levinson Radio System, and the Leather Trim Package.
He plans to give it to me for invoice. Which is around $43,000. This price includes the NY state tax which is 8.625% and the title/registration. If he throws in the Black Pearl Emblems and the Spoiler for free, I will sign the deal with him.
I thank you all for your help.

Great job; great deal! You're going to love that car, and it's one of the few exterior colors I actually think looks better with a tan interior. Be careful on the black pearl emblems, as there are three "quality levels"--what you want are the official Lexus OEM ones, not the aftermarket cheapies. Make sure that's specified in writing as part of your deal. Also, and this is just my opinion, but asking for the spoiler for free when you're already getting the car at invoice seems a bit greedy--offering to buy it at the dealer's price with installation free is probably more reasonable.
