I can hear the roads

It's not any more noise than a "normal" car, but since the car is overall so quiet, you tend to hear everything. The culprit is likely tires, since most low profile tires aren't made with quiet in mind. I do hear the new Pirelli P Zero Nero as VERY quiet...........
Otherwise, put in some sound deadener in the floors...

I have a 1st gen gs300 and a 98 gs400. the 1st gen is definitely quieter on the road than the 2nd gen. I have one slightly out-of-round 18" wheel than makes a bit of road noise. I have had this wheel on both cars, in the same position, and the noise inside is definitely louder on the 98.
I agree that the answer will be sound-deadening insulation.

I don't know if this is causing your problem, but check the moonroof drainage tubes. Yes, the moonroof drainage tubes. I wrote up a solution to the problem a few months ago and will try to find it. Also, check to make sure that you still have your undercarriage plugs. There are about 6 of them, but the two just behind the front wheels are usually the culprit (more for wind noise than for road noise). Anyway, here's the thread on the moonroof drainage tubes:

Plus as has been said, the drivetrain is so quiet that road noise is more noticeable.
And to answer your question the tires are virtually brand new. Still showing the small rubber spikes.

If you want to keep the GS you could consider using Dynamat (or cheaper B-Quiet's Brown Bread) under all the carpet and in the doors - that will definitely make it quieter.

It just suprises me the kind of noise I get out of a what's supposed to be a Semi Luxury vehicle. My 02 Tahoe was much more quiet than this with 20" rims. I'll try doing the dynamat route when I tear out everything to do my system.

The GS is not a quiet car. As pointed out, the sunroof draintubes need to be checked - they are right behind the rear wheels and I'll bet they are sticking out. The quickest way to check is to close your sunroof while driving and see if the car gets quieter, if it does, you have the draintube issue. However, even then, the car is noisy IMHO.

I have to agree with the other comments as well. The bottom line is that the GS is not quiet, either the 300 or the 400. I have a 98 GS400 with 17 inch rims. My car went in for service, and I was given a 2002 GS300 loaner car with 16 inch rims. I expected the difference to be night and day. You know what? Just as, if not more, noisy and many, many more rattles. Lifting the sunroof drain tubes will quiet some of the noise, especially if you hear it coming from the rear seat area. Also, like I said, check your undercarriage rubber plugs to make sure they haven't fallen out. On a scale from 1-10 (10 being the loudest, 1 being the quietest), my car went from a 8 to a 5 when I replaced the undercarriage plugs and then from a 5 to a 4 when I lifted and secured the sunroof drain tubes. What tires are you running on the 16 inch rims? There are tires that are specifically made to run quieter. Hope this helps.

I have XTREME Dynamat thoughout my whole car. After sound dampening, the car became so quiet that we could talk at low volumes and still hear each other. Now I notice little things like wind noise behind my ear on the freeway or slight wind noise in the sunroof. It's probably been there the whole time but masked by some other noise.
This is probably the case in your GS. You've probably goten used to the nice ride and quiet sound now you're picking up other noises?
