That device is a holder for the car keys. You put it onto the car by rolling the window down part way, sitting the device onto the top of the window (there's a metal flap that sits on the inner side of the window that helps anchor it in place) and then you roll it up all the way.
Once it's up, you can store the car keys inside the box by using a master key. Car lots use this system so they can access many cars with only one master key. You can see the grey master key sticking right out of the box.

No problems dealing with him. I didn't drive the car yet, because I'm 400 miles away. He seams like a good guy, his ebay rating is 99.7% with 297 sold vehicles. I think I'm safe. Plus I'm driving one of his other GS430 that I test drove on Friday to Columbia, MO. I'll keep you posted after I pick it up.
