peeling paint?

1998 GS300
Right above my left tailpipe there is what I think is clearcoat peeling off like onion skin. The paint beneath it is very shiney.
Anybody else experience this? Any remedy?

Thanks everyone. I bought it used 2 years ago. The patch is now about 4 inches wide by about 8 - 10 inches tall. It's not symetrical - just jagged.
The Carfax report was clean, but I know that doesn't account for fender benders not reported.
What surprises me is how brilliant the paint beneath the silver clearcoat is. If the entire car was peeled, it would have an excellent paint job.
I'll wait till Spring to have it worked on. I'll just wax it to seal it as best I can for the winter.
