I don't know where this photo was taken, I think it might be from the British Isles area. I have two more that show some buildings in the area. It reminds me of that part of the world. Really amazing. I wonder if the tires pop under that weight.

Henry that would be caused by the air being below freezing. My guess is in the zero-15 degree range. They must have had huge waves breaking on the seawall off to the left and the spray coming down on everything, froze on contact, much like freezing rain.

Can't tell if the body of water off to the left is fresh water or salt. By being such a large body of water it would be very rare for it to freeze over. But whether fresh or salt water this is the result.
