Headlight switch not working

My mom's GS400 is acting up. I was driving it last week and just noticed it. I'm not sure when this problem happened but it didn't happen when I drove it last month.
You know how there's 3 clicks on the thing for the headlight; 1st turn on the interior and exterior lights, 2nd turn on the headlights, 3rd is "auto".
Anyways, the 2nd click ain't doing ****. It's basically the same as the first. It just turns on the interior and exterior light. So at night, the only way to get the headlights to come on is using the "auto". The car will realize it's dark and turn on the headlights. During the daytime, the "auto" will not turn on the headlights, so there's no way of turning on the headlights. It's not that I turn on the headlights during daytime, it's just the fact that the switch is ****ed up.

I had the similar problem, Turned out to be the Headlight switch connector under the steering colum was not plugged in all the way.. this was because I was doing a DIY foglight switch. when I plugged it in the 2nd click started working. But since you was not doing anything in that area, I would also check the relay.
