I actually got the used ballasts off e-bay for 230 shipped, never had a problem since. I also have a spare, incase I need another one. I think they are a lot cheaper now a day's, good luck.

There are only two ways to solve electrical problems ... start disconnecting load in the path of the short {if you have plenty of fuses you can start at the far end, else start at the base of the circuit and bring more stuff on line as you go.

Or

you need an ohm meter with information on what is the "good" reading to expect.
