Newbie needs opinion on 99 GS400

uh, yes you can. I have seen several 02 GS430 especially on the East Coast around winter going for around 25-28 and that is before someone can bargain them down. The prices are not as good now since it is spring/summer but there are a few 02 GS430 around 26-28 that could be bargained down to less. There are also quite a few 2001 GS430 going for 23-24 without having super high miles. I just recently saw a 02 GS430 Nav and Mark Levinson with 56,000 miles going for $25,995 and another 02 with 53,000 going for 27,295. Getting a 99 GS400 with 9300 miles is a good find but it sold for way too much at over 26 grand.

Personal preference dictates which is better...

26K for 60K mile 02 GS430
26K for 9K mile 99 GS400

Each has it's own +/- at the same out of pocket.

Me...

I would have went 16K on a 100K mile 98 GS400 and spent the other 10K on a Turbo setup from SRT...

but that's just me.

I've gotta jump in here. I sold my 98 GS400 in March and I've been looking to replace it with a GS430 ever since. I've personally looked at numerous cars, and although there are a few in the range that you've stated, that is definitely the exception and not the rule. And, usually there's a reason they're priced to sell -- e.g., either the miles are high for that model year, there's been an accident, or the color combo is not desirable. For the most part, I'm seeing the 02 GS430s hovering right around $30,000 while the 01 GS430s seem to be holding their value pretty well in the upper $20k's. I'm no expert, but this is what I've seen. And, I have absolutely no idea what these cars are actually selling at. I'm talking about asking prices.
