Windshield Glare

Someone will correct me if I'm wrong but I think it's illegal in all 50 states to apply a window film on the windshield. Sides and rear are 'OK' (depending on the state) but never on the front windshield. I've never heard a 'doctors' note making it legal.
I get a little bit of a glare on my 1999 GS but it's due to windshiled pitting over the past 6 years.
