Can anyone explain exactly what a Torque Converter is and why someone would want it?

Can anyone explain exactly and clearly what a torque converter is?

The benefits of one? (faster 0to60 times) And the bad points of having one? (burning rubber all the time)

And what does a stall converter mean?

I am thinking about the one available at SRT, the Dragon TC made by Precision Industries...
