loose seatbelts

hey guys,
did a search but could find no answers.
how can loose seatbelts be fixed on the second gen. gs models? they won't retract back or they go slowly? is ther something to fix it or do they have to be changed when they get loose?
if so how much?

I might be wrong but I thought seatbelts and safety mechanisms are warrantied for a longer period than the rest of the car. Check the owners manual. Before I spent a dime on this repair, I would contact a few Lexus dealers, Lexus customer service and DOT, etc. to see what the manufacture's responsibility and liabillity is. Lexus might step us to the plate and replace them for free.
