Ok I found a 2k gs400 for 16950 with 80k miles. What should I offer? I need to get it at this price including the doc fee, sales tax, and tag. The guy sounded firm on the phone (dealer). Any suggestions on how to get it out the door at 16950 or lower.

What does the car come with?
Maintenance records?
Navigation?
Nak audio?
Carfax is clean?
Color?
Answering these questions can give everyone a better way to guage the deal but 17k for an 80k 2000 GS4 doesn't sound bad.

If it doesn't come with maintenance records, take it to a local lexus dealer or a very thorough mechanic and have them check it out, I think it's like $100 and if they tell you that it's ok, I'd tell you to go for it. KBB has it roughly valued at 22K so the fact that he wants only 17 for it with no maintenance records is a 'yellow' flag you may to clear first.

The car is located at a lexus dealership and the dealer said they get it back up to working condition.
Because of what you just said and the fact that they are selling it below market value, I'd tell you to leave it alone. But that's just my opinion, if my fellow bretheren have different opinions, please chime in.

I also don't think a Lexus dealership would not check the history of the vehicle when they have the database right in front of them and it would not incur any cost for them to do so.
Again, as he said - back to working condition from what? Did you run a carfax?
I too would be skeptical about this.
