Here are some to start you off with.
the 98-00 GS400 seems to need its starter replaced. Quite a few of them go bad, including me. It's labor intense to get the job done so you're looking at about $1,200 from lexus (labor+parts). Fix it once and you wont have to worry about it for years. Must be some problem with the original contacts because I dont think i've seen an 01+ GS430 with a starter problem.
If you dont mind getting a 98-00 GS400, go for it. You'll have a lot more money, but just a warning, socal rarely has GS400s with little miles. A lot of them seems close to, or at least 100k miles already. I bought my GS400 for $13.5k with 126k miles and other than the starter problem, the car will last for a long time.
Other than that, there is no real problem.

You might give ebay a try, even after paying for shipping you can come out ahead and you'll have much more selection than just looking locally. I bought my GS400 off ebay, a 1998 with under 21,000 miles for just over 20 grand, so yes what you're looking for is certainly available, just look around.

thanx for the info guys....
one more question, how many VIN sticker does GS has on the body? most of the cars have them on the hood, doors, trunk, fender, etc... and how would i know if the starter is bad or not? is there anything particular that i should look for when i am looking/test driving the car?
again thanx a lot for the help.
