Well, last night, someone managed to swipe the right corner of my rear bumper, scraping off all the paint.
All this after I tried to park where no one could ding my car doors with their door.
ARG. My question is though, I live in a small apt complex, so if the person who hit me lives there, it wouldn't be hard to find them. Would a cop still write a report if I can find who hit me? And what action should I take against that person?

i'm not 100% sure, but on private property i don't think there is any fault unless a driver claims the fault. but maybe i'm wrong, if i am wrong, you can claim a hit and run. but maybe you should call the police now and say what happened, then go and look for your paint on their bumper.

You may need a police report for insurance purposes, so call the cops. File for hit and run with your insurance and be done with it. Unless whoever did it is going to admit to it's useless to take it any further. Another thing to consider is your deductible, is there enough damage to even meet the deductible?

If the repair cost is same or lower than deductible then do not contact your insurance company.
It all stays in your record even though it's not your fault.
Contrary to what most people think even one not-at-fault accident or claims where insurance company didn't pay a penny can work against you.
