question on gs300 and gs400 gas

I get about 21.3 miles per gallon in my GS400. Thats combined city and highway. I just had the oil changed and a new filter put in. With the GS 400 sometimes you will see 17-19 if you drive hard on the highway or do a majority of city driving.
