what is included in the 60k service for GS400?
should i do the ball-joints?
timing belt and water pump?
when i do the ball-joints do i need to change the control arms?

i personally did the timing belt and water pump but that's only because i wanted to be super **** about the maintenance...
now knowing that some of those items didn't need to be replaced then, i see that i could have waited at least another 6 months.
if i were you, i'd swap out the accessory belt to a gator belt, which you can do on your own.
the timing belt can probably wait, the water pump will probably be going out soon - if you can wait, i'd just wait until 70-80k and then do it. no need to rush into spending maintenance money because then you'll be thinking "oh dang, i gotta do all this over again when I hit 120k!".
