Default Headlight Adjustment Lights on or off?

2004 GS 430 HID. Owners manual states full tank of gas, driver in seat and vehicle readied for operation. What does that mean? Engine on or off? Headlights on or off? Anyone know what the official Lexus position is?

Eh, I have no idea what the heck you're talking about lol. I think the car would be ready for operation after the engine is started, and at night turn the headlights on as well?

The question is what is necessary for proper headlight adjustment, engine/headlights on or off?

The spot and cutoff depends upon the angle the reflector is aimed at.

This angle is affected by front to back weight distribution. [empty trunk (with spare), full gas, empty cabin except driver]. Engine running or not will not make a difference.

If you are setting the bubble, then lights on or not will not make a difference.
