What pulley is this?

Looking at possibly buying a second GS400.

One of the pulleys is making a lot of noise, can anyone tell me what the top little pulley, right under the intake is for? Is it just a tensioner pulley?

just a tensioner pulley. really easy to replace, takes about 5 mins
