I don't think it's legal. But screw the law No cats FTW !
Anyways, I'd recommend you use some window tint. It's removable in case you don't like how it looks. Your other option is to get the pre-cut vinyl overlays. Just look on ebay and you should be able to find some. The last option is to use a tinting spray on the headlights. Only problem with the spray is that it will be permanent and the only way to remove it is to use a solvent or to sand/buff it off.

That's not such a bad idea, the only thing that I would actually worry about is how well the headlight will seal after paint. I would be afraid that it won't seal properly and leak once water hits it.

i haven't seen them installed yet only with the yellow on them. what i would do is paint the inside of the housings (make sure that it is sealed correctly) and get x-pel to go on the outside to protect it.
so an idea would be to do this

but if you do the film kit post up pics for us. i was contemplating doing the smoke tint on top of my painted housings since i'll be doing that kit before this year is over.

paint the inner housings if you HAVE to.. or just leave it alone... lexus made the GS headlights nice and pretty for a reason.. if you have a 98 gs with plain chrome versions and are looking for a change, why not upgrade to the newer green tinted oem housings.. dont spray tint and dont use window tint either. you will be hating yourself using the window tint or the vinyl when after two weeks its pitted up and getting all dinged up from rock chips and everything else, plus its just going to look cheap.
