When I see staggered I say go staggered. I have never really bothered with rotating and it hasn't bothered me.

18's will look fine as long as you don't do bulky cosmetic mods. It's pretty common on RWD cars to run even .5" wider in rear nowadays. I think the IS250/350 and G35 19" have the same widths-- 8" and 8.5".

I voted 8's all around bc I dunno if 8.5 in the front is okay (read: I no jack spratt about GS fitments )
