Screaching sound while in motion - Please Help Diagnose

So I've been having this constant screaching sound coming from my car while it is in motion. The sound is high pitched in nature. No type of grinding, more like a constant high pitched sound. It stops when the car is stopped. It does not change in nature when either the car is moving or braking. It does not change in nature when the car is at high speed or low speed. The sound just stays the same as long as the car is moving in any manner at all.
I've also just noticed that when I get in and out of my car i hear a sound as soon as weight is put onto the car from my body. this makes me think that it could be my shocks or springs. but this sound has just started to happen recently and i never heard it before when the original screaching sound first occurred. basically the train of events is that i first started hearing this screaching sound when i was driving, then a couple weeks later i noticed this sound when i came in and out of my car.
I havent had a chance to make it to my mechanic but was hoping someone could quite possibly help diagnose it for me. maybe its ball joints? maybe something more serious.
any help would be greatly appreciated guys.

I would say rotors as well and maybe something with the springs.. Are they aftermarket and how many miles on the car..
Take the wheel off and turn the rotor to hear any noise and to diagnose a possible sound.. Its hard to tell.. Ijust figured out my rear end noise.. turned out to be a anti-rattle clip? GL..

e-brake for sure isnt on. and if it was warped rotors wouldnt the sound change during braking (either getting worse or becoming silent as the pad contacts the surface)
car's got 114k miles on. im the third owner. last owner was a mechanic for the fire department and took meticulous care of the car. im 90% sure he changed the shocks since when i inspected the shocks they all had "KYB" stickers on them which from what i remember indicate L-tuned shocks.
the sound hasnt affected the drivability of the car one bit. it still tracks straight and the steering wheel doesnt shake a bit either when i brake or coasting. just sounds like something that ill have to take some parts off to diagnose.
