It's what they to do snow tires like Bridgestone Blizzaks. Yep, it does increase snow traction. But I 'spect it may also have similar effects as my snows...in wet conditions, the car's side to side handling SUCKS. I've wagged my rear several times with the Blizzaks on slightly wet roads. Not to mention compromised handling on dry roads. Think about it. Instead of many solid patches to stick to the road, you're creating a ton of tiny patches that are gonna have a much tougher time sticking to the road.
It seems this may be a solution for areas with inclement weather. But if you live in an area with such, I think you'd find a better compromise of handling to purchase all season performance tires. Or, in the case of snow, buy an extra set of rims with smaller narrower snow tires to have mounted for the winter months.

I used to do this when I when I was into the 4x4 scene (1974 Bronco) and we dd it on our tires then to get better traction going over rocks and the like - it also did help on snow packed roads, but not fluffy stuff.
Granted the tires we were using at the timre were all-terrain and had very large tread blocks, and much bigger in size 35"+, so the siping actually helped them. Another benefit was that the sisping helped dissipate heat from the tires.
But, for hi-perf road tires, I wouldn't mess with it; you could actually wind up doing more harm than good. Just get snow tires.
