Is there a front licence plate holder for the front bumper without drilling the 2 holes? i just bought a 98 gs and there is no 2 holes so i could mount the licence. Do just drill the holes? Or is there something else i could do to mount them without drilling the holes on the bumper?

There's a factory front plate holder but there might be another way to mount it.

Typically, there is a bracket that you attach by drilling the holes into the bumper. There should be dimples on the bumper for where to drill.

Many here do not like to have visible holes in the front bumper. Here is a DIY alternative to drilling in the front:
